Just five miles from the picturesque coast of Santa Barbara, California, lies an ambitious project by Ocean Rainforest. This 86-acre seaweed farm, still in its research phase, aims to grow seaweed at a scale of 1 million tons annually by 2030. This venture represents a significant leap from typical U.S. seaweed farms, which are usually between 1 to 4 acres.

Backed by $22 million from various sources, including governments and venture capital, Ocean Rainforest’s operations extend to the Faroe Islands and Iceland. Their goal is to decarbonize industries by replacing petroleum feedstocks with seaweed. However, the challenge lies in anchoring crops in deep waters and managing farms miles away from shore.

Despite these efforts, the U.S. seaweed industry faces hurdles. Investment and retail prices for seaweed-based products have dropped since 2023, and a lack of regulatory support complicates the scenario. Although seaweed offers numerous environmental and health benefits, the industry is currently experiencing growing pains.

According to Steven Hermans, founder of Phyconomy, American investors are increasingly cautious. The initial enthusiasm has waned, and the industry is now in what Hermans calls the ‘valley of disappointment’. Investors are asking more informed questions, which could lead to better future investments.

The Investment Slowdown: A Double-Edged Sword

Running Tide, once a leading kelp company, shut down in June 2024 despite receiving $54 million in funding. The company’s innovative approach involved sinking seaweed-inoculated wood chips to sequester carbon. However, criticism and lack of government support led to its closure.

Experts like Bren Smith of GreenWave believe the focus on carbon capture was too narrow. He argues that the industry should embrace seaweed’s multifaceted benefits, including its potential as a sustainable food source and an alternative to carbon-intensive materials.

Beyond private investment, federal funding is also lacking. Unlike Europe, where ocean startups receive substantial government support, U.S. funding is primarily directed at research institutions. The high cost of seaweed farming and processing makes it difficult for companies to sustain operations.

Key challenges include:

  • Perishability of kelp requiring specialized processing
  • Fluctuating market and retail prices

The Regulatory Maze: Navigating Uncharted Waters

Each U.S. state has its own regulations for seaweed farming, adding complexity for farmers. In Maine, public approval is required for leases, while in Alaska, seaweed must be native to the area. California, surprisingly, lacks a regulatory pathway for seaweed farming in state waters.

Federal oversight is fragmented across multiple agencies. The U.S. Army Corps of Engineers handles permitting, but there is no federal tracking of seaweed landings. This lack of cohesive regulation hampers the industry’s growth and makes it difficult for funds to flow.

Sunken Seaweed, one of California’s few commercial seaweed farms, operates in Humboldt Bay. Due to regulatory restrictions, they cannot grow their seaweed in the ocean, relying instead on pumped seawater. This highlights the regulatory hurdles that many seaweed farmers face.

β€œWe have the ability and tech to create the cleanest [seaweed farms] in the world. But we can’t implement them,” says Torre Polizzi, a seaweed farmer in California. His struggle underscores the need for a more streamlined regulatory framework.

Scaling Up: The Future of Seaweed Farming

Ocean Rainforest’s research farm off Santa Barbara is a testbed for large-scale seaweed farming techniques. The farm’s vast grid of kelp lines, anchored by buoys, is designed to be efficient and replicable. Monitoring and harvesting innovations are crucial for the farm’s success.

If successful, this farm could pave the way for more large-scale operations in U.S. Exclusive Economic Zones (EEZs), which cover 3.4 million square miles. This could significantly contribute to sustainability goals by providing raw materials to replace petroleum products.

However, scaling up kelp farming raises concerns. Large monocultures could threaten native kelp forests, which play a crucial role in carbon sequestration and oxygen production. Issues like pests, bacteria, and the introduction of non-native species also pose risks.

Experts argue that state and federal guidelines are essential to protect marine environments while allowing the industry to grow. Ensuring that small farms can coexist with larger operations will be crucial for a balanced and sustainable future.
