However, the situation changed dramatically. Just a month later, the same province was hit by extreme rainfall, inundating vast areas of farmland and displacing over 100,000 residents. The rapid transition from drought to flood was startling.

Rescue operations were in full swing as rescuers navigated the flooded streets of Nanyang city, using speedboats and wading through waist-deep waters to reach stranded individuals. The rainfall in just 24 hours equaled three-quarters of the annual average.

This pattern is not isolated. Across China, tens of thousands have been evacuated due to deadly floods and landslides, leading to blocked highways, destroyed homes, and substantial financial losses.

The government’s challenge is immense, as they must manage emergency responses and recovery efforts more frequently due to extreme weather, which is expected to worsen with climate change.

Despite efforts to position China as a leader in the global green energy transition, the country faces challenges in reducing coal dependence due to high power demand.

Meanwhile, the government grapples with these crises amidst growing social frustration and a stuttering economy. Local governments, burdened by high debt levels, are tasked with managing recovery efforts.

Economic Impact and Recovery Efforts

Before the recent floods, natural disasters had already caused nearly $13 billion in direct economic losses this year, affecting 32 million people, according to China’s Ministry of Emergency Management.

Farmers are among the hardest hit, with some losing entire crops and livestock. One farmer in Henan’s Nanyang city lamented the loss of a year’s work as he surveyed his submerged fields.

Efforts to sell flooded crops at a discount have emerged as a last-ditch attempt to salvage some income. However, insurance coverage remains low compared to other major economies, exacerbating the financial strain.

As of Sunday, ten provinces were under emergency alerts for flooding, with more heavy rain expected in the coming days. The urgency of the situation is undeniable.
